Organizational Setting


The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons.

The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.


The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.


The Division of Technical and Scientific Services ensures the provision of state-of-the-art equipment and related expertise for the accomplishment of the Department of Safeguards activities.

Within this mandate, the Division is responsible for procurement, testing, provision, inventory control, performance monitoring and maintenance of safeguards equipment and supplies required by SGO Divisions; management of equipment development and engineering activities to meet quality and safeguards requirements; development and provision of documentation, procedures, instrumentation methods and techniques; provision of specialized technical and scientific support to inspectors and inspection activities in the field and at headquarters; and, radiation contamination monitoring of returned equipment and timely write-off of obsolete or contaminated equipment.

The Division also coordinates departmental health and safety activities.

Main Purpose


Under the supervision of the Performance and Asset Management Team Leader, the Associate Safeguards Asset Management Officer acts as a coordinator and a primary contact in issues related to Safeguards asset information management and inventory control.

She/he provides instructions and guidance on equipment inventory and asset management matters to other staff, plans and coordinates the work of the SG Asset Management Office.

Role

The Associate Safeguards Asset Management Officer is: 1) a coordinator, organizing tasks and providing qualified guidance to the staff of SG Asset Management Office, 2) a resource contributing his/her expertise for implementing SG asset information management process, 3) a technical specialist on asset management and financial accounting, making recommendations for ensuring compliance of SG asset management with departmental processes and IPSAS requirements as implemented in the Agency's Administrative Manual, 4) an analyst, monitoring, and reporting on safeguards assets information completeness and correctness.

Functions / Key Results Expected

  • As part of the Performance and Asset Management Team:
  • Ensures the assets receipt, verification, retirement and adjustment of asset records are performed in compliance with the Agencys Administrative Manual, International Public Sector Accounting Standards and with applicable internal SG procedures and are correctly reflected in the Safeguards Asset register as well as in the IAEA asset register.
  • Performs inventory reconciliation, retirement and impairment of assets, and contributes, for the Department of Safeguards, to the financial closure of the year.
  • Assures the accuracy and completeness of the records in the SG asset registry; coordinates, performs, and reports results of the quality control on asset records aimed to ensure their correctness and completeness and rectifies any identified inaccuracies in a timely manner;
  • Performs data retrieval and contribute to reports on SG assets inventory and financial status. Creates and validates dashboards for the ongoing monitoring of relevant Key Performance Indicators.
  • Coordinates the preparation, submission and records keeping of the equipment loss reports and other communications to/from the Property Survey Board and the SG Department.
  • Acts as a primary contact for auditors and SG staff in inquiries related to SG assets.
  • Provides input and suggestions to document, streamline and enhance asset information management processes.
