This position is located in the Strategic Planning and Inter-Agency Affairs Unit (SPIA), Public Affairs and Policy Support Branch (PAB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will work under the direct supervision of the Chief/OiC, SPIA.Responsibilities
The incumbent will be responsible for the following specific duties:
• Monitor and analyse programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.
• Plan and implement critical systems and processes related to results-based management, including results-based reporting, and use of new Management Information systems and applications for programme planning, monitoring and reporting.
• Provide support in managing the secretariat of the Programme Review Committee by reviewing all Regional Programmes (RPs), Country Programmes (CPs) and Global Programmes (GPs) prior to their submission to the Programme Review Committee (PRC) to ensure that they are in line with the agreed policies and strategies, the Management Instruction on PRC, the Office's results-based management principles and operational priorities.
• Facilitate the timely development of the UNODC annual Programme Plan and Budget, in close consultation with sub-programme leads and supporting related inter-governmental processes.
• Review and evaluate programmes and documents and support the implementation and monitoring of the 2021-25 UNODC Strategy by ensuring consistency and coherence with the Programme Plan and Budget, as well as other UNODC strategic documents, plans and policies.
• Coordinate interaction with relevant staff and support the implementation and consolidation of the UNODC integrated programme approach by strengthening the integration of UNODC normative services, research and analysis, and technical assistance.
• Support senior management in engagement with other parts of the UN system, notably the High-Level Committee on Programmes (HLCP) and the Chief Executives’ Board (CEB), to identify strategic entry points in interagency discussions for mainstreaming UNODC mandates. Coordinate strategic and policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
• Guide the mainstreaming of the 2030 Agenda into the work of the UNODC and represent UNODC in select interagency mechanisms on the same subject and other issues related to strategic planning.
• Performs other work-related duties as required.

Advanced university degree (Master’s degree or equivalent) in political science, international relations, programme management, economics or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.Work Experience
A minimum of seven years of progressively responsible professional work experience in programme management, administration or related area is required
Experience in results-based management, strategic programme planning and related programme/project development, monitoring and implementation is required.
Experience in managing inter-agency affairs is desirable.
Experience in using ERP (such as SAP) is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.Assessment
