Background:
Please note that this consultancy is funded by extra-budgetary (ExB) contributions and is dependant on funding availability.
An initial contract for the duration of 12 months will be signed and may be extended for the duration of the project.
The consultancy is within the Policy Support Service (PSS) Unit of the Conflict Prevention Centre (CPC).It is based in Tbilisi, Georgia, as part of the extra-budgetary project "Youth Dialogue in the South Caucasus and Central Asia" that is currently envisaged to last until 1 May 2026.
The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative assistance to the field operations, and, as appropriate, to other institutions.
The CPC plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General (SG) and the Chairpersonship, in leading work on all aspects of the conflict cycle.
PSS serves as the Organization's primary point of contact on all matters concerning field operations.
The "Youth Dialogue in the South Caucasus and Central Asia" project aims at building links among young people from Armenia, Azerbaijan, Georgia as well as Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan and thus contribute to enhanced trust and dialogue, in their respective regions and beyond, and to advance OSCE efforts in supporting the Youth, Peace and Security (YPS) Agenda across the South Caucasus and Central Asia.
Objective of Assignment:
The Project Expert will support the Project Manager and his/her team in developing a network of relevant stakeholders, organizing events, and conducting research on youth and security.
The Project Expert will form part of the team, together with the other Project staff in the Secretariat's CPC PSS South Caucasus and Central Asia desks, and will participate in the OSCE Youth Focal Points Network.

One year
Tasks and Responsibilities:
Manage the planning and conduct of the OSCE Schools and Model Conferences, including but not limited to: logistics, content co-ordination, participant management and administration, supporting facilitation of the events, communication and PR activities, and related tasks;
Create and manage an alumni network;
Perform research on the Youth and Security sector;
Support the policy work on youth-related matters;
Support with budget management and monitor project progress in close co-ordination with the project managers in the South Caucasus and Central Asian desks;
Supporting work to advance the efforts of the OSCE in the Youth and Security Agenda;
Contributing to information sharing and exchange of good practices on youth and security within the OSCE.
Necessary Qualifications:
First-level university degree in political and social sciences, international relations, law, public administration or other relevant field. Specialization in youth and security is an asset;
A minimum of four years of relevant professional experience, preferably in developing, implementing and managing projects;
Proven experience in organizing conferences and events;
Experience in relationship building and fostering partnerships with a broad range of stakeholders;
Professional fluency and excellent oral and written communication skills in English;
Knowledge of the OSCE is desirable;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Professional fluency and excellent oral and written communication skills in English.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
The OSCE retains the discretion to re-advertise/re-post the vacancy, to cancel the recruitment or to offer an appointment with a modified job description or for a different duration.
