Beschreibung

This position is located in the Office of the Director-General/ Executive Director (ODG/OED) of the United Nations Office at Vienna / United Nations Office on Drugs and Crime (UNOV/UNODC) in Vienna, Austria.

The incumbent will work under the overall guidance of the Chief of ODG/OED and Strategy Advisor to the Executive Director and the direct supervision of the Senior Legal Advisor in ODG/OED.


Responsibilities:

Within assigned authority, the Associate Legal Officer will assist the Senior Legal Advisor in providing legal advice and assistance to all United Nations Secretariat entities based in Vienna, including UNOV, UNODC, and to UN conferences and bodies that meet in Vienna.

In particular, the Associate Legal Officer will be responsible for the following specific duties:


  • As member of a team assist the Senior Legal Advisor in providing advice to the Chief, ODG/OED and Strategy Advisor to the Executive Director on legal aspects of programme management and direction, and on legal aspects of policy matters.
  • Assist the Senior Legal Advisor in advising the Director-General/Executive Director and other officials on the implementation of the UN agreement with Austria concerning the Headquarters in Vienna; assist in monitoring the implementation of the agreement as far as the interests of the Organization are concerned and, when necessary, make proposals with regard to revisions of the agreement, additional supplemental agreements and other relevant legal documents.
  • Assist in the review, drafting and negotiating various types of agreements affecting the work of UNOV/ UNODC in English and French language as needed.
  • Assist in drafting conference agreements for UN conferences to be convened in Austria or elsewhere as related to the work of UN units in Vienna.
  • Assist Senior Management in the engagement with the Government on legal issues concerning UN officials and if needed, with national courts and law enforcement authorities.
  • Provide assistance in liaising, as required, with the Legal Offices of the Vienna International Centrebased Organizations (IAEA, UNIDO, CTBTO) regarding legal issues arising from the joint administration of the Vienna International Centre and the implementation of such common services as Security, Buildings Management, and others, and contribute to advising the Director-General/Executive Director and other officials on related legal issues.
  • Cooperate and liaise with the network of Legal Advisers of the UN offices, Funds, Programmes as well as with the network of Legal Advisers of the United Nations System Organizations.
  • Assist the Senior Legal Advisor in advising the Director-General/Executive Director and other officials on legal aspects of administrative matters.
  • As member of a team contribute to providing legal support and advice to the Director-General/Executive Director and other officials on contractual matters and on agreements with governments and nongovernmental organizations related to the work of UNOV/UNODC.
  • Assist in providing guidance as appropriate to UN staff members on how to approach legal issues arising from their expatriate status.
  • Perform other workrelated duties as may be required.

Education

Work Experience

A minimum of two years of relevant progressively responsible professional experience in law at the international level, including legal analysis, research and writing, or the successful completion of the Young Professionals Programme Examination (YPP)/ the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Work experience in drug control, crime prevention and criminal justice treaties, intergovernmental processes and policy is desirable.

Work experience in reviewing, drafting and negotiating agreements and other legal instruments with Governments is desirable.

Work experience within the United Nations system or similar international organization
